THE COMMUNITY DEVELOPMENT MODEL OF COASTAL SOCIETY TO REDUCE POVERTY BASED ON LOCAL WISDOM THROUGH THE CORPORATION OF REGIONAL POLICY TO OPTIMIZE THE DEVELOPMENT OF POTENTIAL TOURISM IN TELUK KILUAN

Abstract
The long term objective of this research was to produce coastal community empowerment model in an integrated and sustainable development on local wisdom through a synergic cooperation between the province government and Tanggamus to optimize the development of marine tourism area of Teluk Kiluan. Field observation and interviews obtained the data. The conclusions that obtained from the results of this study: 1) cooperation between the Government of Lampung Province and Tanggamus in order to develop the potential, and overcome the problems that occur in Teluk Kiluan through the offices/agencies associated by implementing several programs/activities from Dinas Kelautan dan Perikanan Provinsi Lampung, 2) the program activities were carried out, among others, the management and the development of conservation areas based on ecotourism in Teluk Kiluan Tanggamus, giving 38 units solar electric panels (PLTS) with a revolving fund system,the rising population of turtle habitat In the area of Teluk Kiluan, the formation of non government organization (pokmaswas). Dinas Kelautan dan Perikanan Provinsi Lampung built a cottage for the secretariat of the Non Governmental Organization namely Cikal and the public cottage for the tourists.
The suggestions regarding the results of this study, such as The community empowerment activities in Teluk Kiluan, especially in Pekon Kiluan Negeri, should be done continuously with the support of all parties from Tanggamus Government and Pesawaran (Teluk Kiluan is also a part of Pesawaran), Provincial Government and other stakeholders should take part in marketing various products of empowerment activities.
